It turns out that the specks of dust that were plaguing my photos in certain lighting conditions were not primarily in the lenses, but on the CCD itself. This is apparently a common occurrence with this model of Sony's cameras.
I found a tutorial on disassembling and cleaning the DSC-P200 and followed its steps to try to fix the issue. I appreciated that almost every step began with the words
